Yes, keep it (also called Vccin) around 0.5V to 0.7V higher than Vcore.  These CPUs can rarely cool themselves with more than 1.35v Vcore though, depends on how crazy your cooling is.

Not much, I mean you can lower the Vcore and Vccin (undervolt) to help with efficiency, power draw and temperatures, but wont help the PSU perform any better
