I was just wondering if there are huge differences in the same graphics cards with different prices. For example, http://www.newegg.com/Product/Product.aspx?Item=N82E16814129204 vs http://www.newegg.com/Product/Product.aspx?Item=N82E16814129204. There's a 30$ difference, but the gigabyte version has aftermarket cooling. Is there any significant difference?

You posted the same link again so I don't know which Gigabyte card you're talking about. More than likely though the difference is in the cooling and factory overclock. The card that you probably meant to link was a Windforce card which has significantly better cooling and probably has a factory overclock right out of the box.

reference 7970 is quite loud and sometime hot on load. if u're not planning to submerge the card, get the one with aftermarket cooler.
