Asus ROG Laptop CPU downclocking??

I recently got given an Asus GL503VM from my parents and I have noticed that the CPU frequency when ever I do gaming drops down to 1.2 or 1.3Ghz. I know it isn't the temperature because it is at about 53°C and I can run Aida64 and other stress tests and it stays at 3.5ghz during them with no thermal throttling. Any ideas on what could be causing this? I have disabled as many power management options as I can.

If the CPU isn't being fully utilized, it is normal for it to downclock to save power and lower thermals.

I would believe that but it isn't like it is not being used, it goes from 3.5ghz idle to 1.2 or 1.3 when I start playing games.
