I am looking for a gaming desktop in the $800-$950 range, the best i have found is the Refurbished HP 870-213w desktop(256GB SSD, 1TB HD, i7-7700 3.6GHz, 16 GB RAM with windows 10, MVIDIA GTX 1070 GB) at $878.65 

does anyone have any better prebuilts or should i just get this one?

Prebuilts are pretty tough if you want a decent price/performance ratio.

then give me some options for building my own in that price range, keeping in mind i am not very good at exact or delicate jobs

that is the problem, you can't, I was trying to but no way I can get close to that price with a 1070 and a i7 7700. I mean, Do not expect it to be a good mobo, case, psu, ram, cooler both for cpu or gpu. But even trying to be as a cheap af I can't find any combination of parts that can achieve the same level of performance. Go ahead and buy that system, you are getting a good deal.
