Have you tried to restart your device? Updating to the latest version of iOS (which is 11.4 at this time) can improve a lot of things, as the earlier versions of iOS 11 were horribly buggy and slow, unless you are staying on 11.0.2 because of a jailbreak. You might also try hard-restarting the device which can be done by holding the power and home button for several seconds on older Apple devices, Volume Down and Power on iPhone 7, and clicking Volume Up once, Volume Down once, and holding power on newer Apple devices such as the iPhone 8 and iPhone X.

So basically I need to upgrade to iOS 11.4 to fix the issue?

Wow, I tried installing Instagram again and it worked... I guess the point about iOS 11 was right. Going to update it this night.

Yes the earlier version of iOS 11 were terrible, please don't forget to update, you will see a huge improvement.
