Sorry to be "that guy", but can you convert that into a gif or host it on a streaming platform somewhere? A lot of the people who might be able to help you with a problem are not necessarily going to take the risk of downloading an attachment from a brand new poster, even though they might want to help.

It's a rather long and large file for a gif, not sure if this site supports a gif this large but let's see if it embeds anyway. Spoiler due to flashing images.

@Bradlevesque, Have you tried using a different cable? It looks like the monitor is struggling to receive a coherent signal, but the way in which it flickers would imply a hardware problem of some kind rather than software.

 

The easiest things to check are your cables, so try using a different one first. If the same thing happens, try connecting the monitor to a different source, like a games console.

 

Let us know if you're able to try those (and the results) and it'll help us narrow down where the problem is.
