Taskbar keeps moving

Hello everyone,
I have these two monitors:
LG 31MU97 (It's my main monitor.)
LG 24MP68VQ
I move the Taskbar to my second monitor but two things keep happening.
1. Each time my displays go off the Taskbar moves to my first monitor.
2. If the displays don't go off and I restart or shutdown the computer the taskbar won't move but gets thicker.
I don't want to change my main monitor. I did the exact same thing on my other computer with two other monitors and it worked just fine.

Try to lock task bar.

On windows the taskbar defaults to the main monitor. If you move it to the secondary monitor and then turn it off windows will force it back to the main one.

I know I should lock it. It just doesn't work.
