It always boots in safe mode, I tried unchecking the safe boot option but it was already unchecked:

Even then, the entire tab is unresponsive.

I tried entering bcdedit /deletevalue {current} safeboot with administrative privileges in Command Prompt to no avail, got this:

What could I do?

What happened before this? It boots to safe mode if something critical is wrong in normal mode. You are supposed to fix things (like drivers or some bad software or malware) in safe mode.
