1. Please refrain from using 'amps', they are 'amperes'

2. Are you trying to power your PC from a substation?

You seem to be confused. Amperage at which voltage? How much power is the breaker capable of? Are you even going to hit that number with a mid-range rig? (I assume from that PSU). Those are the questions you should be asking yourself, ONLY if you're going to plug to PC into the same mains you plug your oven, fridge and stuff in, which I highly doubt. There likely is nothing to be worried about.

lets say you are in a 3rd world country where your house has only 12 amp

and you have 2 air conditioners that each take 6 amp to work turning on both will make you have a power outage

Shouldn't each A/C be in a separate circuit with its own breaker?

Anyway, at peak consumption that PSU would use about 3.7A (I used a .9 PF and 220V so correct me if this is wrong)

Depends on what you're powering and what voltage the mains runs at. For a 1080 system, you should be looking at ~3A at 110V or a bit over 2A at 230V.
