Mouse Input lag in any game when using windows 1709

Title says it all. It also happens when I use the latest windows update 1803. I have changed my motherboard 2days ago but the problem still pursues.

GPU: AMD r7 370 2G
CPU: i5 6500
RAM: 2x4GB
SSD: Adata Su650
HDD: Toshiba 1TB
MOBO: Asus Prime b250m-k

Are you're graphics drivers up to date having old drivers on newer versions of windows can sometimes cause this.

Every possible drivers are literally up to date!
