Computer drive locked?

Redturtle098

Hey everyone,
One of my friends recently locked himself out of his computer, by changing the display settings in the OS. We then tried to boot into windows Safe Mode, but was unable to, because we were unable to see the screen.
We then attempted recovery via a win 10 installation disk, which failed due to the device being locked. We have used the following commands in cmd in order to restore the drive, with no such luck yet:

chkdsk C: /f /x /r

bootrec /fixboot

bootrec /ScanOs

bootrec /RebuildBcd

sfc /scannow

diskpart

list disk

select disk X (Where X is boot drive)

attributes disk

attributes disk clear readonly

bootsect /nt60 ALL

(Restarting the computer after each one)

I'm not sure if I'm being dramatic, or not, because I don't have too much experience...

And none of these are unlocking the drive, and we can't even reinstall windows because it's locked :(

Any help on this would be greatly appreciated!!!
Thanks! ^_^

I would run through this whole list and do what you haven't done already.

Well, everything except for the stupid "easy recovery essentials" thing they try to push on you.

Ignore that and try everything else:
