obs Unusual OBS Problem

While recording with game capture, my game stutters despite my framerate (in-game) being high (around 200 frames or so)

 

The odd thing is, OBS is encoding and outputting to twitch a perfect 720p60fps. Yes, I've checked both my OBS preview AND the stream on twitch, as well as VODs. All looks fine and dandy. Problem is, this makes games nearly unplayable.

 

Note: I am using a 144hz display while outputting 60fps with OBS. When I drag the game window onto a 60Hz display, the issue still persists.
