CPU Problem

Hi so I have an Intel I5 8600k and I have this problem that when I am playing any game and have OBS or any internet browser open it feels like there is an extreme input delay between my mouse and the game. When I then close those softwares the game and mouse still has a delay causing me to restart my computer and play games not able to stream or watch videos while playing game can anyone help pls?
