Issue:  I can't get any audio recording devices to record

I'm on an Acer Aspire S7-392 and have a Creative X-Fi USB sound card for when I'm at home and use the built in Realtek audio otherwise.  I'm on a very fresh install of Windows 10 (2 days old) and was not experiencing this issue prior to the reinstall.  I get an error message in Audacity upon clicking record "Error opening sound device..." and received a similar message in another recording program.  I installed this other program to see if Audacity was the issue, but if a similar message is appearing in both, I doubt that is the case.  Additionally, I get this message regardless of the input device I select (i.e. line-in, stereo mix, etc.) and regardless of which sound card (Realtek or X-Fi).  I've also verified that the X-Fi card works as expected on another computer.

Oddly, within the Windows sound manager, if I select "Listen to this device" on the the X-Fi's "line-in" for example, it will play through the laptop speakers no problem.  There is no indication that anything is wrong within sound manager.

One thing I did notice that was amiss during some troubleshooting from Audacity's support page is that within Audacity menu "Help>Diagnostics>Audio Device Info", no recording devices have any sample rates listed.  The playback devices do, and I can play audio from Audacity with no issue.  I would imagine this has something to do with the sample rates not showing up in the audio device info section of Audacity.  They do show up and are able to be selected within Windows Sound Manager however.

As far as troubleshooting, I'm tentatively operating under the assumption that the issue is with Windows since it appears to be independent of a specific sound card, input device, or recording program.  I ran "dism /online /cleanup-image /restorehealth" and "sfc /scannow" but neither indicated there were any errors and the issue still persists.
