do you guys think AMD A8-9600 3.1 GHz Quad Core AM4 is good enough to just stream at a high quality ? 

i've used a i7 920 for encoding and it worked fine with a medium preset.

 

go for a used i7 or xeon like @hconverse02said

 

EDIT: if you go with a old chipset make sure your capture card will work. not all capture cards will fully work on 4x pci slots. i do recommend 16x slots since i've experienced issues with 4x slots and capture cards.
