CPU throttling down to 800 mhz whenever i play games

Basically, when I start a game (Overwatch usually) my CPU (an Intel i5-7300HQ) performs fine with the clock speeds staying around 2.5-3.3 GHz but after a few minutes it suddenly drops to 800 MHz and the usage increases to 100% and stays there. It doesn't seem to be a thermal problem because the temps seem to stay around 70 C. I have no idea what the problem could be and any help would be greatly appreciated. attached is a graph of my computers performance during my last game where you can clearly see the drop to 800 MHz.

whats the manufacture? 

My laptop with a 7700hq, found out it was msi dragon center doing it.

Have you changed the power profile to "High Performance" in  the windows power options menu?

Check voltages, I accidrntly put 1.7 volts on my ryzen CPU and it throttled hard as a safety protocol
