Built New PC: Still Getting Same FPS Stutter.... ):

So the issue picks and chooses when and for how long it happens. No matter what I set my FPS max to in a game it will spike 20fps about every 1 second. EX: 250-230-250-230 ect ect. I wanted to build a new PC anyways so I figured now would be a good time, so I thought. Built it yesterday and everything was running great until now... Same issue just started up again. Only thing I didn't replace was my gtx1080, which is not the issue since I had swapped it with my old gtx970 and got the same issue. So now all that left is peripherals (3 monitors, a steeseries mouse, and a corsair k65 keyboard). I did use the power cable from my old PSU on this one but I wouldn't think ANY of what I just mentioned would cause FPS stuttering. Its not a huge jump yet its so constant it makes the game unplayable. Any thoughts on this? Software maybe? discord chrome and steam are the only things I run and all my drives have been updated multiple times since this issue started also. This is beyond frustrating....

Is this only in one game?

 

Common theme Ive seen around is that people playing csgo think their computer is crap because they dont have 900 fps constantly

This happens in all games on and offline. CSGO, Rocket League, ARMA 3. Even just sitting in the menus or playing offline. Cant be a coincidence that this is happening on a new build also. BIOS chipset dirves you name it, its up to date. This isnt just a "something facy is happening on the scrren fps drop" this is a sitting there doing nothing fps is rapidly and consistently fluctuating 20fps, almost on tempo. And it doesn't always happen, picks random times to do it. I cant find anything online about someone else having my problem.
