For someone that has a really old video card and doesn't want to wait an eternity, I understand.  However, right now doesn't seem to be a good market.  Prices are down from the crypto-mining era but still aren't necessarily good.  We haven't seen any real innovation in the last year or two, despite CPU's getting an overhaul.  The next-gen of GPU's are coming.

Moreover, overall impact is a consideration.  For a new video card, I don't just want some extra frames; I want to comfortably game at 4K and see a massive improvement.  If getting a relatively affordable energy-efficient 60fps 4K gaming video card means waiting a few years, I will.  For me, I'd rather spend hundreds on a big improvement every 3-4 years than a slight one every 1-2 years.

if you bought GTX 680 4 years ago, and upgrade to 1080Ti, the improvement is huge, if you mean jumping from 980 to 1080 then yes it's not really that much, but then again, it's not by your own definition 3-4years.

yeah.  i have a 1060 now.  it'll crush any 1080p game and run most 1440p games very well.  My next GPU is likely going to be a GTX 1180 or a GTX 1270.
