Opinion(s) about a new build?

Jaok

My friend asked me I if could build a pc for him for 700$ for gaming and I came up with this. He doesn't want to OC and he's mainly going to play games on it. https://pcpartpicker.com/list/mhWhkd   Note: he bought the gtx 980 a few months back on sale so I Think that there's no reason to purchase a new gpu

comepletly forgot that to tell you that he's going to game at 1080p and not 1440/2190p so shouldn't 8gb be enough for now and if he needs more he can simply buy another 8gb?

If he's not OC'ing, not need for a CPU cooler.  The stock cooler that comes with the CPU is fine.

Not sure why the 4x additional fans, you may at most need 1 extra fan if not OCing, heat won't be a huge issue.

Edit:  Case is aesthetic most likely, I get it.

I would ditch the cooler, get a smaller ssd and use that to go for 16gb of ram instead.

The case comes with 2 fans which are pretty good tbh, so only need 2 of those. Smaller SSD, CPU cooler isn't really needed either for a non-K.

Better CPU(8600 over 8400), 16GB ram, better quality PSU, and an atx motherboard though thats my personal preference as I think mATX boards inside an ATX case look a bit silly.

If budget is a concern then, yes.  Go 8GB for now and leave room for another 8 when funds are more available.
