My i7 4790k wont downclock at idle

When my computer first starts up there is no problem, but after I load up a game like fortnite and close it,  my cpu with stays at full speed. I have sabertooth z87 with the newest bios installed. My power plan is set to balanced and i set my bios to default settings. Changing my power plan to power saver fixes it but makes my computer slower. Any ideas?

check the settings within the "balanced" setting in windows, you may need to lower the rested CPU state

Check for "C1E" "EIST" functions in BIOS.
