R7 370 Weird Issue

Hi all, I recently picked up an R7 370 to go into a prebuilt system I have. Fresh installed Windows, brand new AMD drivers, but for some odd reason, despite not thermal throttling (GPU never goes above 75C), the GPU will fluctuate in it's usage from 100% to 64% exactly and fluctuate between the two as benchmarks are ran. I have no idea why this is and it happens in games too. I'm not too familiar with AMD's software so maybe there's some setting or something that I should be changing. I have windows running in performance mode and everything else seems to be working just fine (ran OCCT for 5 minutes without issue). The power supply is brand new  (650W Corsair semi-modular 80+ bronze) so I doubt that that's the issue. but they just dismissed the card as dying rather than coming up with any actual solutions. Since this guy had an exact carbon copy of my issues I don't think the card is just dying. The guy I bought it from had been using it just fine to play esports titles and PUBG so I am at a loss as to what this could be. Any ideas would be greatly appreciated.
