Try clearing your browsing history in Chrome and open Command prompt and flush your DNS entries. You can do this by hitting with Windows key + R and type in CMD.exe and then type ipconfig /flushdns

I had tried clearing browsing data even resetting chrome and clearing every data and flushing DNS and changing MTU size. Nothing helped so i reset the MTU. I will try clearing browsing history again.

MTU size shouldnt matter.

I have my antivirus(Kaspersky) , Hover Zoom , Video DownloadHelper , AdBlock , Idm. I had all of my extensions and before and on my friends pc is the same issue and he have only adblock.

Well there is a common extension, Adblocker. Try disabling it and testing. More and more websites are getting smarter to detect it and could be blocking your connection when its detected.

Yeah but this error comes randomly on any site( Facebook, Youtube even linustechtips) i dont think that its Adblocker problem. I think its windows 10 April update problem because if you wrote "Windows 10 April Update fix" on Google will say for chrome freezes

My other friends who have 1803 too they dont have any issue only my pc and another friend of mine. I had format both pc recently but i format my pc every year and first time i have any issue
