No.  The stock cooler is fine at stock cpu speeds and if you want to OC you will want something better than that anyway.  In my opinion, spend the 75-100 lbs to get a better cooler if you OC.

I am using a Cooler Master Hyper 212 EVO for a Ryzen 7 1700x because it didn't come with a cooler. The stock cooler will work for stock speeds.

You can OC with Intel stock too. Its just going to be loud and toasty.
