Google Play Skipping But Not Always

My brother has been using Google Play to listen to music however it has been skipping. But there's some weird.

(Edit: By skipping I mean the music is stuttering, going slow, static. It is unlistenable)

 

It works fine with bluetooth or just the phone's speaker but any headphones will skip. 

 

It does not skip with any listening method when the phone is unlocked.

 

It does not skip with any method with youtube, spotify, or pandora.

 

I'm stumped, any ideas?
