Use DDU to uninstall your current drivers. https://www.wagnardsoft.com/

Then install your new card and update your drivers for that card and you should be good to go.

I'm about to change my graphics card from my gtx 960 to a 1070ti. I just want to know if there's anything i need to do like uninstall graphic driver, change psu, etc. because I feel like I'm forgetting something.

Nothing to do. Just plug that new GPU in, and Windows will take care of the rest. Windows 10 does not load drivers for hardware you don't have anymore, and will fetch the 1070Ti drivers automatically.

If it makes you sleep at night, you can get the drivers from Nvidia website to ensure that they are the latest, and pick "Advanced" option when you run it and check the box to do a clean install of them. The setup will remove the old drivers, and install the new ones.

Make sure not to accidentally push down on the card's right side when removing it.

I managed to get mine halfway stuck that way just the other day. xD
