 around 95% to 0 every 15ish second i get huge gpu drops.

My temperatures are fine

Reinstalled windows

Formated both drives

Reinstalled video drivers

Tried different video cards

Ran multiple malware and virus scans.

My specs are:

Windows 10

Radeon Rx 580 series 

16 GB RAM

aMD fX 8320 eight core processsor 

MSI 970 GAMING 

MSI MS-7693

My pc freezes up to the point i have to manually reset with power button.

These gpu usage drops happen in everygame.

Hi, some screenshots of of your desktop with GPU-Z running and a game open would help.

How old are the various components in your system in particular the PSU and motherboard

If its happening with multiple video cards I would tentatively point to power supply or motherboard.

 

Might just be a case of changing out as many parts as possible one by one until you figure out what is at fault.
