water cooling is mostly hype.  even the difference between a decent and a great air cooler are minimal

PC Build: R5-1600.  Scythe Mugen 5.  GTX 1060.  120 GB SSD.  1 TB HDD.  FDD Mini C.  8 GB RAM (3000 MHz).  Be Quiet Pure Wings 2.  Capstone-550.  Deepcool 350 RGB.

Peripherals: Qisan Magicforce (80%) w/ Gateron Blues.  Razer Naga Chroma.  Lenovo 24" 1440p IPS.  PS4 Controller.

Audio: Focusrite (Solo, 2nd), SM57, Triton Fethead, AKG c214, Sennheiser HD598's, ATH-M50x, AKG K240, Novation Launchkey

Wishlist: MP S-87, iPad, Yamaha HS5's, more storage

I've got a buyer willing to pay $430 for the CPU, Motherboard, 16g of ram, and the R9 270x.

 

Now I need some stuff to replace what I am selling.

So should I go intel or AMD? Buy used ram? I don't know anything about Ryzen motherboards, but the one I picked out looks really cool, which I do care about. I'm not a heavy overclocker and I care more about price/performance than paying extra for a $200 cooler thats only gonna get me 5% improvement

Get a ryzen 5 1600 ($149 at microcenter), an ASUS b350f motherboard(~$100 on newegg), and an RX580 8gb or a GTX 1060 6gb(~$300 on newegg with promo codes).  You should be able to find 16GB of ddr4 3200 for about $165.  DDR4 is way faster than what you are used to with DDR3, so 16gb will be plenty.  It'll knock your socks off for way cheaper than what you have in your build list.

 

Heck, this build would probably do everything you want and more for about $1100

It appears you have missunderstood, I'm not making a new build, just upgrading what I have now. The parts list I provided isn't a new build, its what I have currently...sorry

Interesting, if I need more I will get more. The reason i have 24 now is for when i'm heavily multitasking with Music Production software, a game, a youtube video, and capturing footage on a capture card.

If by water cooling you mean an aio forget about it. I know the kraken is pretty but it's not going to last as long as it's cost would make you believe. And open loop might not have that problem but it's very obviously impractical. A better aircooler will be great for even the hottest chips.
