Ever since building my computer every time i make a change in the bios like ram frequency or CPU GHz, my computer gets stuck in boot loop or it turns on but doesn't send any signal to the monitor, and every time I try to change the ram from 2133 to its advertised speed (3200) it will get in a seemingly never ending boot loop, the only thing that i have found to do is turn off the psu  and that works after a while but then the ram changes didn't work. What do?

What CPU and motherboard do you have? Are you running the latest BIOS?

are you using XMP? Try that first then try running lower, like 2400, then 2800, then 3000, then 3200.
