Unusual pci e riser

i am planning to buy a vr headset, but sense i am using an upgraded hp build, i dont have any usb 3.0, so i am planning to install a usb 3.0 pci card, but my only empty pcie 1x slot is covered by the cooler of the gpu.

would these type of risers work?

As long as your gpu cooler would allow for the adapter then I don't see why it wouldn't work. Its going to be sketchy mounting that usb card though.

if i place the riser's bottom directly on top of the motherboard, will it short out? and if i cover the bottom with something non conductive would it work?

Probably yes.

Probably, but do note that one mistake can brick both that card and your motherboard.

PCI-e 1x cards will work in PCI-e 4x or 16x slots.  The first 18 pins are wired the same.  Do you have ANY PCI-e slots available?

no, thats why i want the riser, i only have two slots, 16x and 1x
