Why is 30fps in console better than 30fps on PC?

It's because console games can be optimized exclusively for a specific set of hardware. There are no unknown variables, which allows developers much greater ease at optimizing frame times, which is perhaps more important than frame rate. Developers don't get that kind of luxury when optimizing for PC, since PC's can come in thousands of possible different hardware configurations, let alone hundreds of thousands of software configurations.

Or get g-sync monitor and all problems will be gone away with stuttering and etc thingies.

In general, console developers don't just aim for 30fps, but also a consistent 33.33ms render time, which results in smooth, albeit slow, presentation.  Because of sheer diversity of configurations among the PC player base,  aiming for a smooth frame time isn't quite as simple, so developers simply include half-refresh V-sync as an option in the settings.
