Can I OC my r5 1600 to 3.6GHz on stock voltage?

If you have problems past 3.4Ghz on stock voltage, then you need to up the voltage.

 

My 1600 gets to 3.7ghz on stock voltage.

Yes, you should be able to get to 3.6GHz.
