1st miniITX board?

Surprisingly (or perhaps I'm just terrible at searching) I can't find out who started making the miniITX form factor boards.

Was it Shuttle that popularized them?

VIA was the first company to manufacture mITX boards: https://en.wikipedia.org/wiki/Mini-ITX

 

After them, it looks like the first company to make them was Intel.
