At the moment you can either build off of Ryzen 1800 or Intel 8700k. I'm recommending the 1800 because you can easily overclock it and save a couple of dollars instead of buying the 1800x variant. Anyway, if you're going with Ryzen, then you'll need 16 GBs of RAM to maximize its capabilities, for Intel you can get away with 8GB though I wouldn't really recommend that. I used to have 8GB and could feel my machine struggle when there are too many chrome tabs on. I'd say hold off on buying though, the new Ryzen cores just got benchmarks and according to those they're a little better than the 8700k.

What about a graphics card, do i need one?

it depends on what encoder u want to stream, if u wanna use a gpu encoder or stream card u can get away with a i5

 

ram is not required to be that high for streaming, and gpu depends on what settings u want to run the game at really ;v

 

just check the requirements for the game that u desire to play, get specs equal to that atleast ( that runs at the settings u want and fps )  if u wish to use cpu encoding, make sure to have 2cores extra for the stream basicly, if u wish to use gpu encoding, u dont need any stronger cpu than required

Yes, you definitely need one if you're streaming video games. The GPU to get will highly depend on what you want to stream though. Say if you're gonna stream CS:GO or another non-graphic intensive game, then it wouldn't really make sense to get a GTX 1080 Ti unless of course, you game a lot on the side, then that might be worth the investment. 

 

I suggested 16 GBs of RAM because Ryzen works best with a set of 8GBs in order to maximize its output (3200 ones that are "Ryzen" compatible) and anyway, more RAM = better multitasking. I really wouldn't recommend 8 GBs of RAM to anyone building a gaming/streaming PC, maybe for regular multitasking, you could get by with just 4-8 GBs.
