Ryzen not boosting?

I am currently using a Ryzen 5 1600 which is rated out of the box at 3.2ghz and boost at 3.5/3.6(can't remember sorry)

But I ran a stress test on Aida 64 today

And started up Ryzen master as I heard that it gave a more accurate temp readout

And I found out my processor was stuck at 2.8ghz

Not boosting at all

Although I'm using the stock wraith cooler

My temps were pretty low 

Ryzen master showed mid 50s

Aida 64 showed high 40s

But my CPU just wouldn't boost up

I haven't overclocked

And I tried resetting the bios both from inside the bios and resetting CMOS just in case changed a setting by mistake

Try to disable amd power saving features in the bios. What's your mb? Vrm temps?

there was a setting called AMD cool and quiet in the bios turning that off helped me
