For a rig just pieced together from enough spare parts I have laying around, how overkill would a r9 390 be for this CPU for 1080 60fps on esports/very few other current games at mid to high? If GPU usage on the 390 would be ridiculously low, I do have one other card I can use.

CPU: AMD Sempron 2400+ / MOBO: Abit NF7-S2G / GPU: WinFast A180BT 64MB / RAM: Mushkin DDR333 256MBx2 / HDD: Seagate Barracuda 7200RPM 120GB

This card has HDMI 1.4a, displayport has enough bandwidth on it but situation called for HDMI 2.0

The P II X4 is not going to let you hit 60fps in anything from the last 5 years or so.  There may be exceptions, but the GPU will generally be under 50% used.

Yeah...50% is on the 'ridiculously low' spectrum, dang it. Ok, I'll prob pop a HD6xxx series (forgot what it is exactly, maybe 850) in there then, maybe keep an eye out for a FX6xxx or 8 on the cheap

You think that CPU may be able to average 30fps on non-demanding games at least? Trying to judge what games to even consider installing. Windows is on it now. To be fair, it's only going to replace a browsing rig in the guest area that isn't a gaming/living room.
