Computer stutters --FIXED

Today my computer seems to be stuttering. When ever I move the mouse around the pointer stutters for a brief moment then goes back to normal. This would happen either just on the desktop or while in a game. I've checked the temps and neither the CPU or GPU goes over 60C, and usage is normal for what I'm doing. The was a gpu driver update so I thought that was the problem but I rolled back the driver and nothing seemed to change. Any help on this is appreciated.

CPU- Ryzen 5 1600x 6 core 3.6 GHz
GPU- GTX 1050 Gaming Ti
RAM- 16GB DDR4
PSU- Thermaltake SMART 600W
HDD- WD Blue 1TB SATA 6
SSD- SanDisk Ultra II 500GB SATA III
Motherboard: ASUS PRIME B350-PLUS

 

 

Okay update on it. It seems to be fine now. For some reason when watching a YouTube movie (like Star Wars The Last Jedi that I brought through YouTube) it made the mouse stutter. But when I closed the tab it was in its now fine. Watching any other videos on YouTube does not do this (even 5 hour videos). So for some reason the Purchased videos on YouTube decided to slow down my entire computer. I'm thinking something YouTube has on their purchases to stop pirating it making this happen.

I noticed something happened to me with similar specs. It turned out it was the HDD. It caused massive fps drop while gaming, and some problems in my daily productivity. Double check the hdd to see if it is the problem.

I did a disk check on the HDD and it didn'tt come up with anything wrong (I also did it on the SSD and nothing came up). Just to be sure I ran virus and malware scans and they didn't show any threats
