NVM I have found a kind of solution:

simply launch Magnifier and minimize it. It'll reduce mouse size to normal and have no other effects. :D

So I set my 1080p monitor resolution to 4K scaled it to 200% and applied no DSR smoothness in the Nvidia control panel.

This resulted in a sharper image because 200% scaling on 4k is exactly the same size as 1080p with 100% scaling, hence 1 or 2 (I'm not completely sure) pixel take up the space of the 4 pixels of native 4k (4 pixels instead of 1/2). However, by default, it's set to 150% scaling which would mean 3 pixels or so instead of one. That's why its blurry on default. 

In conclusion, setting a 1080p monitor to 4k with 2x scaling and no smoothing sounds like something everyone should do (if windows scaling would be perfect but that's another topic),

HOWEVER, the cursor becomes fckn enormous. I tried changing it to a smaller custom one but didn't find any good ones.
