Computer reboot loop

So, I today after some months installed a different CPU cooler on my rig which wasn't in use for 3-4 months. But it's rebooting again and again without going anywhere. The PSU fan spins for 1 second, stops for 1 second and this goes on. I have tried re-installing the cooler, re-plugged everything, tested outside the rig with just CPU and 24 pin connectors plugged in, exchanged the memories, checked the socket pins etc. But the issue is not solved. I don't know what's wrong.
