You may have to use a third party tool, some files in windows are deemed unmovable, if this data is in locations that need to be freed up to shrink your partition down to size then while within windows it will not allow you to do it. You could try to defrag first, but im not sure what rules windows has around volume shrinkage.

Don't even try to do it with windows partition manager. It's trash and never lets you do anything to system drives. Easeus partition manager works and if you change the size of the C drive it'll probably reboot and open it's little mini operating system and resize it there.
