3rd party antivirus software! Whaaaat!? Yeah, after calling in to Microsoft 3x, it turned out to be that!

So I unchecked the boxes that allow apps to take control of the levels

 

The mic still auto adjusts itself

Sounds like you need to find AGC and turn it off as well?

Automatic Gain Control but not sure if you have this option in your microphone's settings.
