Would be helpful if you posted utilization of both, CPU and GPU in order to identify bottleneck.

While in game gpu usage is 97-99% and cpu is about 55.

In this case your GPU is the bottleneck so you are good to go.

Check my topic in the signature. Last option.

That said, the 770 is probably just too slow at this point, and you're lacking a bit in the memory department for this game.

GTX 770 is fine for even new games, you just have to turn down memory intensive things like textures if its a 2gb card.

I have a GTX 670 4gb (technically just a tad slower than the GTX 770) and it performs better than a GTX 1050 Ti.

Either it's the GPU, or your overclock is unstable on your CPU.

I have a hard time believing a 670 out performs a 1050ti

I would bet on unstable CPU OC.

R5 1600 average OC is only ~3.8ghz.  Almost 100% of those much over that are not stable under torture testing.

Also, when Ryzen crashes from being OC'd too far its usually a black screen crash.  Blue screens are usually caused by unstable memory, so improper memory timings.

Its about 10% faster, but uses double the power or more.

This is with both cards overclocked to their maximum.  1950 core/7500 memory on the 1050 Ti and 1200 core/7000 memory on the 670.
