Navigation or tablet?

My dad is soon gonna depart for his first trip and needs some sort of navigation. Of course its my job to get him the tech stuff he'll need and I can't decide which is better - buy a android tablet and install the GPS apps or buy again an android tablet that is marketed as "navigation" and has some preinstalled apps.

What do you guys think?

It's in my language so here are the specs - CPU  - MTK 8382 CORTEX A7 1.3 GHZ ; GPU - MALI-400 MP2 ;

1 gig RAM, 8 gigs storage, dual 3G sim, android 4.4, 8 inch 1280x800 IPS touch. - 120-140 USD

There are better options just idk what to look for navigation - for normal tablet I found best option Vonino Magnet W10, 10.1" for 100-120 USD and it kicks the navigation ass hardcore - way newer android, more ram more storage just can't use  SIM card.

Go for the android tablet , makes more sense
