Secondary Streaming PC

Anyone using one for Twitch or just capturing game footage? If so, what are you using? I'm not sure what the minimum requirements are for something like this but I'm looking into a cheap quad core to handle this task. Opinion? Suggestions?

look up 7 dollar xeon on youtube, some compared it to even ryzen for stuff like encoding
