Ebay Buying Help

A couple of things to note:
1. For optimal protection, pay with PayPal! If a seller wants to complete the transaction using a different method, or outside of eBay completely, run - run away fast.
2. Yes, if paid via PayPal, you get excellent buyer protection (some sellers would argue too good protection).
If the item arrives not as described (broken, DOA, wrong part, etc), then you can contact the seller and either can a straight refund, or an exchange. Most good sellers will do this without fighting it.
Some sellers might offer to cover return shipping, while others may try to get you to pay the return shipping.
If the seller is not compliant, or they offer you terms you don't agree with (Eg: you think you should get free return shipping), then you can open a dispute with eBay. They will almost always give you a refund, and cover the return shipping.
Hell, sometimes you can get a refund and you don't even have to return the item.
