Pc for a friend

My friend is looking to buy a pc or laptop in the 600 dollar price range. He needs to be able to do things like Photoshop but would also like to play games like overwatch and if possible PUBG.

Thanks for help?xD 

 

He has a spare monitor and don't worry about the os because it needs to be pre-built.

Does it have to be bought or can it be built? If he wants a laptop, then can you ask him for the specifics of the laptop? (screen size, etc.)

It has to be bought because he does not trust himself with building one and for the screen size it does not matter too much.
