After i upgraded my system - Cpu -Ryzen 7 1800x , Gpu - gtx970 sli , mb- 370x msi xpower gaming titanium, ram 2x 8 gb Flare x 3200mhz , psu 750w 80+ bronze windows 10 pro 64bits. While game or just browsing the internet watching streams listening to music / general things doesnt over load my gpu/cpu nor the temperatures go high gpu under load (streaming and playing ) 58-63c max and cpu 55c max but even without stressing anything my pc stutters for a sec and then its fine, it makes the sound of when you are overclocking the cpu and it crashes that rombotic trrrrr sound for a second and then its fine. ( i have everything on basic nothing overclocked so i dont know whats the issue ) i use an ssd 250gb for the windows and the basic drivers for everything, the rest such as games e.t.c are on different drives.

When you say "basic drivers", does that mean you didn't install Nvidia Display Drivers and all the various motherboard drivers?

 

As far as temperatures go, I would suggest double checking your cooling, maybe replace the thermal compound on your GPUs.

i installed all the latest drivers for  everything mb bios, and the gpu drivers e.t.c. i just dont have anything overclocked . why would i change the gpu compoud? that would void my warranty. the gpu and cpu temps when its not under load gpu- 36c max and cpu 39c max so i dont think thats the issue cause it stutters randomly

There's a good chance that your GPUs don't have a warranty anymore by now anyway. Also, I might have misread your post.

 

What's your internet speed like?

dont know exactly because it was in my house contract but its around 55mb download and 20mb upload , i dont think the internet has something to do with the stutter though its like my pc crashes for a second and then its okay ( it stutters and makes the sound of crashing like when its overclocked and it fails ) i dont have anything overclocked though

@Crunchy Dragon so i changed the thermal compound of my gpus (it was dry on both ) i have like 3-4 less temps tried ow underload e.t.c havent tried streaming though i ll do that tomorrow and see how it works out i ll let you know if that solved the issue ^^

@Crunchy Dragon hello again, so i did everything you reccomended but the problem is still happening , could it be my ssd? cause thats the only thing i can think off i checked everything else, cleaned everything from psu to fans , also the cpu . Im thinking maybe i need to install the windows on another ssd or nvme i have .

Reinstalling windows is a good idea. Do it up.

@Crunchy Dragon So i reinstalled windows on a different ssd  but the stutter keeps happening, for example i was watching a youtube video and it sounded a bit robotic for a few seconds and the video was stuttering. It seems like a processing issue either cpu or ram not sure

Double check your internet and RAM usage, your hardware shouldn't be stuttering like that...

@Crunchy Dragon so my ram usage when it shuttered was around 40% and the internet was normal 5mbs while watching something and differ depending of what i was watching (quality e.t.c.)
