i just upgraded from the starter edition to the advaced edition, i only got the 600 r6 credits and 10 outbreak packs, but it still lets me pay 25000 renown for dlc operators

The dlc operators are unlocked by buying the season pass or Gold / Complete edition. The advanced edition gives you:

600 credits and 10 packs which you received. So where does it say you get any dlc operators?

the standard edition lets you pay 2000 renown for dlc operators not 25000

I have the standard edition. I pay between 1000 and 2500 renown for the original operators and still 25000 for dlc operators.

Did you purchase through Steam or through UPlay? Steam should let you refund, I've never done a refund through UPlay.
