The 3770k is better than the 2700k. By around 5-10%.

 

There will always be a bottleneck.  It's impossible to find a perfect balance, because every game is different.  One component will always be stressed more than the other.  The 980 Ti and a 3770k is pretty good pairing though.

I have an 1155 motherboard a 3470s 16gb ddr3 ram and will upgrade to a 980ti

first will I see a difference in the cpu upgrade and second will a hyper 212 be enough for a overclock under 75C

i will be gaming at 1080p and playing modern tittles will optimal settings (high with med AA )

A upgrade dosen't really make much sense.You can probaly play most games at 1440p mid or 1080p high at 120HZ+

i was worried about bottle necking and around 4.7ghz

An i5, especially a low-power model, isn't going to get 120hz in modern games.

 

@Mr.Sir Save yourself some money and get a 2700k.  Very similar performance for much less money.  I'd spend an extra $10 and get a Cryorig H7 if I were you.

 

Edit: Very unlikely you'll get 4.7GHz.  I have 4.7GHz on my 4790k, but it took one of the highest end coolers available.

the i5 3470s isn't that powerful though its like a 2500 (not k)

the 3770k is a $150 upgrade so it wont set me back that much but I was just wondering if it would be a big improvement

Buying online means $200+.  If he's getting it for $150, that's pretty good.  I suggested the 2700k because it's available for $135 OBO.

the 2700k is like $10 more than the 3770k where i'm looking at, i thought it would be worth the $10

Look around online. The best model of any socket usually keeps a lot of its value.  That's why I generally shoot for a level one lower.

Depends on the game. Will have issues with a 980ti on some. That’s a gaurantee. Unless you are like some that prefer to frame cap at 60 like that’s a valid option.
