Your 3470 is perfectly suitable for use with modern cards at 1080p. I would suggest that you look for a $200-ish GTX 980 instead.

You'll be waiting until Q3/Q4 for a 1160 if you disregard the possibility of crypto miners wanting to get their hands on them. I would suggest a GTX 980/Ti if you are looking to upgrade in the next few months.

Do you have any sources towards 980ti high setting benchmarks, they're all usually ultra which takes a huge toll on a little gain?

You can view community submitted framerate samples for the GTX 980 Ti on UserBenchmark at http://www.userbenchmark.com/PCGame/FPS-Estimates-Counter-Strike--Global-Offensive/3680/28661.0.0.0.i5. The difference between high and ultra settings heavily depends on the game.
