I found a solution. Went into Active Directory users and computers and removed the server, from there the secondary DC became the naming master. :)

I have a big problem. I've got a customer who wants to add a child domain to their existing one. They have 2 DCs. (Windows 2012 R2 Datacenter) The problem is the that previous IT tech removed the first DC completely without uninstalling AD services. Now we can't add the child domain due to the main server being removed without the proper method. Need help!
